Front cover National Infrastructure Commission 2023

National Infrastructure Commission's 30 year plan

The National Infrastructure Commission's 30 year plan for a low carbon, resilient economy which supports economic growth and protects the natural environment has lots to say about transport. In order to "get cities moving...

  •  Government should invest £22bn to improve public transport in the largest cities outside the capital to unlock growth – with Birmingham, Bristol, Leeds and Manchester the initial priorities
  • There should be more devolution of powers and funding to all local authorities responsible for strategic transport planning
  • This investment won't be sufficient, however, to reduce congestion and improve capacity – so once public transport offers viable alternatives, some city regions will need to look at ways of managing peak time demand from cars, like workplace parking levies."

& should improve the UK’s road and rail network, eg:

  • An urgent and comprehensive review of rail priorities for the North and the Midlands following government’s recent decision on High Speed 2, to ensure that the challenges of capacity and connectivity are being addressed
  • A national strategy for road and rail transport between cities should identify the strategic improvements needed over the next thirty years to improve connectivity
  • Alongside these, we think government must implement a programme of road and smaller-scale rail investments which target underperforming section of both networks.
